Managing Vibration At Work: Risk Assessment, Controls And Health Surveillanc
Managing workplace vibration requires employers to understand how much vibration employees actually receive during their working day and to act on that assessment. Under the Control of Vibration at Work Regulations 2005 in Great Britain, equipment choice, work organisation, exposure control, employee information and health surveillance may all form part of the employer's arrangements.
Start With Tasks, Equipment And Exposure Time
An effective vibration assessment begins with the work being done. Employers need to identify employees who regularly use vibrating tools or equipment and those exposed to vibration through vehicles or mobile machinery.
For hand-arm vibration, the assessment should consider the vibration magnitude of the tool or process and how long the employee is actually exposed. "Trigger time", when the hands are genuinely exposed to vibration, can differ substantially from the length of a shift or the time for which equipment is available.
Whole-body vibration needs a separate assessment. The condition of traffic routes or operating surfaces, driving duration, vehicle characteristics and exposure to shocks and jolts can affect the risk.
The assessment must be suitable and sufficient. It should give management enough information to decide whether further controls are required and whether statutory exposure values are being approached or exceeded.
Use Exposure Data As A Management Tool
The Regulations establish daily exposure action values and exposure limit values.
For hand-arm vibration, these are 2.5 m/s² A(8) and 5 m/s² A(8) respectively. For whole-body vibration, they are 0.5 m/s² A(8) and 1.15 m/s² A(8).
Employers can use vibration information supplied for equipment, other suitable data or measurements where necessary, provided the information reflects the way the equipment is used in practice.
Exposure estimates should therefore connect technical data with real work patterns. A figure for a machine has limited management use if nobody has established how long each employee uses it, whether several vibrating tools are used during one day, or whether work patterns have changed since the assessment was completed.
Control Decisions Should Begin With The Work And Equipment
Where vibration creates a risk, the employer must consider whether that risk can be eliminated. Where this is not reasonably practicable, exposure must be reduced to as low a level as is reasonably practicable.
Equipment procurement is part of that decision. When there is a choice between machines capable of doing the work, vibration characteristics should be considered alongside suitability for the task.
Maintenance also matters. Worn components, damaged tools or poorly maintained equipment can affect vibration exposure. Workstation design, working methods and the way jobs are organised can also reduce risk.
Where the exposure action value is reached or exceeded, these arrangements must form a programme of technical and organisational measures designed to reduce exposure. Limits on exposure duration can be included, but work planning should consider available engineering and equipment controls as well.
Health Surveillance Provides Evidence About Worker Health
Health surveillance is required where the risk assessment shows a risk to health from vibration and the conditions set by the Regulations are met.
For hand-arm vibration, employers need arrangements that allow symptoms to be identified and acted upon. Employees should know what symptoms to report and how to report them. Health surveillance should be carried out by someone competent to perform the required assessment.
Results concerning an individual's health are subject to medical confidentiality, but employers need suitable information on fitness for work and any action required for managing exposure.
Where health surveillance identifies an adverse effect associated with vibration, the employer may need to review the risk assessment, controls and the employee's continuing exposure.
Keep Controls Current When Work Changes
Vibration management can become inaccurate when an assessment survives longer than the job it describes. New tools, changes to production, different materials, longer operating periods or altered vehicle routes can change exposure.
The Regulations require risk assessments to be reviewed where there is reason to suspect they are no longer valid or where a significant change has occurred.
Management assurance should therefore connect procurement, maintenance, supervision and occupational health information with the vibration assessment rather than treating it as a one-off calculation.
Common Compliance Gaps
A common weakness is using catalogue or manufacturer figures without checking whether they represent workplace conditions. Another is recording nominal shift lengths as vibration exposure without identifying actual trigger time.
Control programmes may also concentrate on job rotation while overlooking lower-vibration equipment, maintenance or changes to the process. Health surveillance records can expose a further weakness when reported symptoms are handled as an occupational health matter without reassessing the source of exposure.
