What Was The Incident?

On 4 June 2024 at a house under construction in Oldham a bricklayer working on the upper level fell when the floor beneath him collapsed. Multiple concrete blocks stored on the floor fell with him. He suffered fractures to his right leg, hip and left hand, required surgery and was hospitalised for a month. HSE found the floor had been overloaded and had not been constructed in accordance with the manufacturer's design. Inspectors also identified unsafe scaffolding, inadequate arrangements for work at height, a lack of fire alarms and a lack of competent site management. Multiple enforcement notices were issued.

What Was The Outcome?

The principal contractor pleaded guilty to breaching Regulation 13(1) of the Construction (Design and Management) Regulations 2015. The company was fined £30,000 and ordered to pay £4,883 in costs, payable within three years, at Warrington Magistrates Court on 11 August 2026. HSE inspectors issued multiple enforcement notices at the site.
